Kolodin Files Sweeping 2026 Election-Integrity Measure
Proves Republicans are on the cutting edge of assuring voting security

This week, Republican State Representative Alexander Kolodin (R-2) introduced one of the most consequential election-integrity proposals of the upcoming session, filing HCR2001 – the Arizona Secure Elections Act – a ballot referral that would substantially reshape Arizona’s voting laws if approved by voters in 2026. Kolodin rolled out the proposal Monday as his first bill of the year, a signal that Republicans intend to make election security the central legislative fight heading into the next cycle.
According to the formal House news release, the Arizona Secure Elections Act is framed as a “comprehensive election-integrity measure” that tightens voter identification standards, restricts foreign influence, and rewrites several voting procedures.
HCR2001 proposes:
- One citizen, one vote – reinforcing that only U.S. citizens may vote in Arizona elections.
- Foreign-money ban – prohibiting contributions from foreign individuals or corporations to any Arizona candidate or ballot measure.
- Stronger voter ID – requiring government-issued identification when voting.
- Early-voting cutoff – all early ballots must be cast by 7:00 p.m. the Friday before Election Day.
- No ballots accepted after polls close – “Votes may not be cast or accepted after the official close of polls on Election Day,” the release states.
- Guaranteed in-person voting access at convenient polling locations.
- Annual mail-ballot address verification for voters who receive ballots by mail.
Kolodin said the bill is designed to restore public trust by creating unambiguous rules and removing loopholes that have triggered disputes in recent election cycles.
“Arizonans are tired of excuses and chaos on Election Day,” Kolodin said in the release. “The Arizona Secure Elections Act gives voters clear rules, strong identification standards, and the confidence that only citizens are taking part in our elections.”
He emphasized the reforms are structured to put voters—not bureaucrats or political actors—first. “These are straightforward reforms that put voters first. They ensure our elections run on time, follow the law, and earn the public’s trust. I look forward to sending it to the ballot so the people of Arizona can make it the law,” he added.
HCR2001 will be taken up during the upcoming legislative session beginning in January. If it passes the Legislature, the measure will bypass the governor and appear directly on Arizona’s next general-election ballot, giving voters the final say.

Senator Shawna Bollick informed State 48 News that she has filed a companion bill in the Senate with the exact same language. Her press release emphasizes, “Requiring documented proof of citip before a ballot is issued, ending early voting at 7:00 p.m. on the Friday before the general election, ensuring clear and prompt processing, and requiring a government-issued ID for both in-person and early-ballot voting.”
