Breaking: Clean Elections Commission To Release Heap Primary Funds

The Clean Elections Commission released Republican Corporation Commission candidate Ralph Heap’s $147,836 primary-election grant on Friday while also finding reasonable cause to believe Heap violated Arizona campaign-finance rules, allowing the investigation to continue. Heap will receive another $221,754 for the general, for $369,590 total in 2026 Clean Elections funding.

In a phone call with Arizona Globe, Clean Elections Executive Director Thomas Collins confirmed that the Commission, on a 3-1 vote, will be releasing the money immediately, but that the investigation into Heap’s campaign could take “months”. Collins had urged commissioners to keep the money frozen, arguing that Heap obtained campaign signs on credit before qualifying for public funding, incurred debt beyond his cash on hand, and failed to disclose the transaction. Collins wrote that the conduct represented “illegal activity” going to the heart of Heap’s agreement to participate in Clean Elections.

Instead, there will be a long process of legal hearings. Collins wouldn’t comment as to why the commissioners released Heap’s money despite his recommendation. He did say the investigation would be thorough.

“There’s not a fixed timeline, it takes what it takes,” Collins said. “Sometimes it’s fast and sometimes it’s not. The steps themselves and the meeting schedule associated with it create a condition where it’s very difficult for a matter to be resolved, other than with public administrative settlement–which is an option–in less than months.”

This means the issue of Heap’s campaign signs could easily carry on past Election Day.
