The arrest of 32-year-old Vicente San Diego Ramirez and 73-year-old mother Dr. Ramona Ramirez exposed the years-long sexual abuse of two teenage girls. Dr. Ramirez, who worked as the assistant principal at Isaac Middle School, is on administrative leave pending the outcome of Glendale police investigations.
On October 21, Fox News reported that San Diego Ramirez began abusing one child as young as age nine. Dr. Ramirez apparently became aware of the heinous crimes but failed to notify law enforcement.
The source said, “The investigation began Oct. 14 when a 16-year-old girl approached a Glendale Police school resource officer to report allegations against her adopted brother, Vincente Ramirez. The teen disclosed that the abuse had been going on for years…Detectives also uncovered evidence of video recordings showing sexual acts involving Ramirez and the two juveniles.”
The Arizona Department of Child Safety immediately took custody of the minors following forensic interviews with Glendale’s special victims unit.
In a public statement, Superintendent Dr. Lily Mesa-Lema said the arrest of Dr. Ramirez was “entirely unrelated to her work with Isaac Middle School students or her duties within [the] school district.”
Dr. Ramirez’s role in the education system designates her as a mandated reporter under Arizona Revised Statute 13-3620. The law requires all school personnel—including specifically named administrators—to report any reasonable belief that a minor has suffered abuse to a peace officer, the Department of Child Safety, or a social services agency.
Police charged San Diego Ramirez with sexual conduct with a minor, molestation, sexual exploitation and indecent exposure. Dr. Ramirez faces allegations of child endangerment and failure to report abuse.
The investigation is ongoing.
Isaac School District made headlines a year ago when Tolleson Union High School District agreed to provide $25 million to cover a negative cash balance and outstanding payroll. Educators had reportedly worked without pay, which led to the Isaac District Education Associate staging a walk-out. At that time, the State Board of Education had appointed a third-party entity to take over district operations.
Isaac Middle School also narrowly dodged a state takeover a few years ago when two administrators stepped in to manage the school.
